Introduction
This training program is intended to provide entry level construction workers information about their rights, employer responsibilities, and how to file a complaint as well as how to identify, abate, avoid and prevent job related hazards on a construction site. The training covers a variety of construction safety and health hazards which a worker may encounter at a construction site. Training should emphasize hazard identification, avoidance, control, and prevention, not OSHA standards.
Learning Outcomes
By the end of this training program, participants will be able to:
- Demonstrate an understanding of their rights as construction workers, including knowledge of applicable labor laws and regulations.
- Recognize and articulate the responsibilities of employers towards their safety and well-being on construction sites.
- Explain the process of filing a complaint in case of safety violations or hazardous conditions at the workplace.
- Identify various job-related hazards commonly found on construction sites, and understand their potential risks and consequences.
- Implement effective strategies to mitigate, avoid, and control hazards to ensure a safer working environment.
- Demonstrate proficiency in hazard abatement techniques and preventive measures to reduce the likelihood of accidents and injuries.
- Differentiate between hazard identification and OSHA standards, focusing on prioritizing hazard prevention over compliance.
- Apply the knowledge gained during the training to real-life construction scenarios, making informed decisions to enhance safety practices.
- Collaborate with coworkers and supervisors to communicate potential hazards and participate in proactive safety measures.
- Successfully complete a minimum of 10 hours of instructional training, actively engaging in the learning process and participating in group discussions and activities.

Training should emphasize the following contents;
Mandatory Topics - 6 hours
1. Introduction to OSHA/Local Government Agencies – 1 hour: an overview of the policies and regulations set by these organizations to ensure the health and safety of employees in the workplace. Covers the purpose and scope of OSHA or local government agencies, including its role in enforcing occupational safety standards, inspecting workplaces, and providing education and outreach to employers and employees.
2. OSHA Focus Four Hazards – 4 hours: Because most construction fatalities are caused by fall hazards, falls must be covered for a minimum of one hour and 30 minutes. The remaining three Focus Four Hazard topics must be covered for a minimum of one-half hour each.
• Falls (minimum one hour and 30 minutes)
• Electrocution (minimum one hour and 30 minutes)
• Struck-By (e.g., falling objects, trucks, cranes) (30 minutes)
• Caught-In or Between (e.g., trench hazards, equipment) (30 minutes)
Focus Four Training Requirements:
All lessons for the Focus Four Hazards are required to use the following terminal objectives (TO) and enabling objectives (EO) objectives:
The Focus Four training requirements refer to the training that employers are required to provide to employees to raise awareness about the four most common causes of death in the construction industry: falls, electrocution, caught-in or between hazards, and struck-by hazards. The training requirements are set by OSHA (Occupational Safety and Health Administration) and are mandatory for all construction workers, including both general and specialty contractors. The focus four training includes information on recognizing and avoiding the specific hazards associated with each type of injury and the steps employees can take to protect themselves and their coworkers. The training must be provided in a language and vocabulary that employees can understand and must be documented to ensure that all workers have received the necessary information. The Focus Four training is an important component of a comprehensive safety program that helps prevent workplace accidents and injuries in the construction industry.
Specifically, for each of the focus four, the student will be able to:
EO 1: Identify major hazards
EO 2: Describe types of hazards
EO 3: Protect him/herself from these hazards
EO 4: Recognize employer requirements to protect workers from these hazards
Because these objectives are the expected student outcomes, trainers:
a) May not vary from these objectives when planning the training session; and
b) Must follow the participatory training model by applying effective training techniques;
3. Personal Protective and Lifesaving Equipment – 30 minutes
4. Health Hazards in Construction – 30 minutes: May teach noise, hazard communication, and crystalline silica or any other construction health hazard.
Elective Topics - 2 hours
Must present at least two hours of training on the following topics. At least two topics must be presented. The minimum length of any topic is one-half hour.
a) Cranes, Derricks, Hoists, Elevators, and Conveyors
b) Excavations
c) Materials Handling, Storage, Use, and Disposal
d) Scaffolds
e) Stairways and Ladders
f) Tools - Hand and Power

- Applicants will need a good English Language ability to succeed in their program. Those for whom English is not their first language are suggested to have;

Final Examination Information
All students must achieve a minimum 70% score to successfully pass the examination which shall be taken online through AISP assigned portal. After successful completion of the examination, students will get their results immediately on their registered emails. This is an open-book exam and students are permitted to use a separate browser window to review course content while taking the exam. If you do not pass the examination you may retake the examination. Students are allowed to take an exam three times within one month. During this time, students should review the course material to improve their understanding.
