Course Overview
The Process Safety Management PSM course offered by the American Institute of Safety Professionals was developed under OSHA §1910.119 and involves a comprehensive strategy to avoid catastrophic releases of highly hazardous chemicals that can lead to toxic exposure, fires, and explosions. It regulates the processes that involve the chemicals that meet the quantity threshold in Appendix A and the operations of significant quantities of Category 1 flammable gases or of flammable liquids that are under 100°F. It does not cover retail, petroleum or gas well drilling and servicing, and normally unoccupied remote facilities. PSM also explains the important elements like “process” which involves any activities regarding highly hazardous chemicals, including the storage, use, handling, or physical movement of chemicals on site and “catastrophic release” which means uncontrolled releases that present a grave danger to employees. The PSM framework is mainly centered on the development and execution of a written plan which encompasses employee participation, process hazard analysis, operating procedures, training, mechanical integrity, and management of change protocols. Additionally, proper recordkeeping and audits to assess continuous compliance and performance is a requirement under the standard. The standard also invites proactive control of potential hazards during work including emergency procedures, contractor controls, and the hot work permit system. Utilizing engineering, administrative, and procedural controls, PSM seeks to build a culture of safety where employers and employees collaborate to identify and mitigate risks of hazardous chemical processes. PSM, above all, aims to protect human life and property, while also encouraging reliability of operations, compliance with regulations, and safety on the job.
