This training program is intended to provide entry level construction workers information about their rights, employer responsibilities, and how to file a complaint as well as how to identify, abate, avoid and prevent job related hazards on a construction site. The training covers a variety of construction safety and health hazards which a worker may encounter at a construction site. Training should emphasize hazard identification, avoidance, control, and prevention, not OSHA standards.

Upon completion of this training program, entry-level construction workers will be able to:
  • Demonstrate a comprehensive understanding of their rights as construction workers, including knowledge of applicable labor laws and regulations that safeguard their welfare.
  • Explain the responsibilities of employers in ensuring a safe and healthy work environment and recognize their role in promoting worker well-being.
  • Proficiently navigate the process of filing a complaint in response to safety violations or hazardous conditions encountered on a construction site.
  • Identify and assess various job-related hazards prevalent on construction sites, and comprehend the potential risks and consequences associated with each hazard.
  • Apply effective strategies to mitigate, avoid, control, and prevent job-related hazards, contributing to a safer working environment for themselves and their colleagues.
  • Utilize hazard abatement techniques to promptly address potential dangers and minimize the likelihood of accidents and injuries.
  • Differentiate between hazard identification, avoidance, control, and prevention measures, and comprehend the significance of prioritizing prevention over mere compliance with OSHA standards.
  • Demonstrate the practical application of their newly acquired knowledge by actively participating in hazard identification exercises and safety drills.
  • Collaborate with coworkers and supervisors to communicate potential hazards and contribute to the collective efforts of maintaining a secure construction site.
  • Successfully complete the training program, actively engaging in discussions, simulations, and assessments to reinforce their understanding of safety protocols.

Training sessions will be conducted through Microsoft Team Meetings in an online format, or through LMS or face-to-face delivery. Invitations for the meeting will be distributed one day before the commencement of the training program. Training is either delivered by an accredited training provider or an affiliate training center.

Mandatory Topics - 14 hours

1. Introduction to OSHA/Local Government Agencies – 1 hour: overview of the policies and regulations set by these organizations to ensure the health and safety of employees in the workplace. Covers the purpose and scope of OSHA or local government agencies, including its role in enforcing occupational safety standards, inspecting workplaces, and providing education and outreach to employers and employees.

2. OSHA Focus Four Hazards – 6 hours: Because most construction fatalities are caused by fall hazards, falls must be covered for a minimum of one hour and 30 minutes. The remaining three Focus Four Hazard topics must be covered for a minimum of one-half hour each.

    Focus Four Training Requirements:

All lessons for the Focus Four Hazards are required to use the following terminal objectives (TO) and enabling objectives (EO) objectives:

The Focus Four training requirements refer to the training that employers are required to provide to employees to raise awareness about the four most common causes of death in the construction industry: falls, electrocution, caught-in or between hazards, and struck-by hazards. The training requirements are set by OSHA (Occupational Safety and Health Administration) and are mandatory for all construction workers, including both general and specialty contractors. The focus four training includes information on recognizing and avoiding the specific hazards associated with each type of injury and the steps employees can take to protect themselves and their coworkers. The training must be provided in a language and vocabulary that employees can understand and must be documented to ensure that all workers have received the necessary information. The Focus Four training is an important component of a comprehensive safety program that helps prevent workplace accidents and injuries in the construction industry.

Specifically, for each of the focus four, the student will be able to:

    EO 1: Identify major hazards

EO 2: Describe types of hazards

EO 3: Protect him/herself from these hazards

EO 4:  Recognize employer requirements to protect workers from these hazards

Because these objectives are the expected student outcomes, trainers:

    a) May not vary from these objectives when planning the training session; and

    b) Must follow the participatory training model by applying effective training techniques;

    3. Personal Protective and Lifesaving Equipment – 2 hours

    4. Health Hazards in Construction – 2 hours: May teach noise, hazard communication, and crystalline silica or any other construction health hazard.

    5. Stairways and Ladders – 1 hour
